Gerucchy: German-Ukrainian research cooperation on the certification of green hydrogen
This research project aims to provide science-based support for the development of a verification system for green hydrogen. The aim is to scientifically prepare an important link in the supply chain for certified green hydrogen between Ukraine and Germany. The project aims to build up the necessary expertise for the development and operation of a cross-border, internationally compatible hydrogen origin verification system for trade between Ukraine and the EU – in particular Germany – by 2026.
About the GerUCCHy Project
The German-Ukrainian Research Cooperation on Green Hydrogen Certification (GerUCCHy) is a partnership between two highly specialised, application-oriented research institutions: Hamburg Institut Research gGmbH and the State Enterprise ‘Inter-Branch Scientific and Technical Center for Technology Transfer in Renewable and Hydrogen Energy for the Institute of Renewable Energy at the National Academy of Sciences of Ukraine, or IBSTC for short.

The research project follows the call for proposals ‘Cooperation on green hydrogen with Ukraine, Central Asia and the South Caucasus’ issued by the Federal Ministry of Education and Research (BMBF) as part of the guideline for funding international projects on the topic of green hydrogen.
Background & Task
The core of the cooperation is to jointly develop practical methods that can be implemented within a few years and that enable the traceability of the ‘green origin’ of hydrogen in trade between the EU and Ukraine. The system for certifying green electricity in Ukraine will also be included in order to ensure its suitability for the conversion of renewable electricity into hydrogen. By transferring knowledge about verification and certification approaches in the EU, the project promotes investment security and the export of green hydrogen from Ukraine to the EU.
The development of appropriate systems would make it possible to make them available at reasonable cost to support EU trade with other hydrogen-exporting countries in the region. The research therefore also focuses on the aspect of achieving the best possible reproducibility of the methods and systems developed in different energy industry and regulatory contexts.
The long-term goal of the research cooperation is to establish a partnership between the two research institutions, the Hamburg Institut and IBSTC, within which future application-oriented research questions at all stages of the H2 value and supply chain between Ukraine and Germany can be jointly addressed. This could lay an important institutional foundation for supporting the German-Ukrainian energy partnership.
Content & work packages
The research project, which started in mid-2024, will run for two years and is divided into the following work packages:
- Scientific basis for verification and certification approaches for green hydrogen
- Framework conditions for the energy and hydrogen economy in Ukraine
- Investigation and, if necessary, adaptation of the electricity tracking system in Ukraine with regard to conversion to hydrogen
- Design of a verification and certification system for green hydrogen in Ukraine
- Review of extended sustainability criteria for green hydrogen in Ukraine
- Exchange with Ukrainian ministries and other stakeholders
